Get to know the Board of Public Health
Marguerite Tuthill received her Masters in Public Health, specializing in public health administration and policy, from the University of Minnesota School of Public Health. She was also a Graduate Assistant in Ethics at the University of Minnesota. She has nearly a decade of experience working in population health management in western Colorado.
Tuthill currently leads Monument Health as their Executive Director.

Current BOPH Chair
Dr. Trish Weber graduated medical school in 1986 from the University of Missouri. For two decades Dr. Weber worked at Community Hospital, serving as Chair of the Department of Medicine, Chair of the department of Radiology and a member of the Hospital Board.
Other community service includes volunteering with the Mesa County Medical Reserve Corps, Mesa County Public Health, and HopeWest. She currently serves on the Board of the Mesa County Medical Society.

Current BOPH Vice Chair
Jeannine Frey brings a wealth of healthcare experience, having served as a senior analyst and health and welfare benefits management consultant for over 15 years, along with a clinical background as a Registered Nurse for over 10 years. She has provided strategic planning, economic analysis and forecasting, and market research for both private and public sector clients in the self-funded group health plan space. She was a volunteer with the California Medical Reserve Corps during the COVID-19 epidemic and is currently a volunteer nurse with the Rocky Mountain Medical Reserve Corps of Colorado. She was proud to serve as a volunteer nurse for Honor Flight Kern County in 2017, traveling to Washington, DC with veterans from World War II and the Korean and Vietnam Wars.
She earned a Master of Business Administration from Cal Poly San Luis Obispo, a Bachelor of Science from the University of Southern California Marshall School of Business, a Group Benefits Associate designation from the Wharton School, and a Registered Nursing Degree from Cuesta College. She looks forward to being a contributing member of the Mesa County Board of Public Health, embracing the agency’s mission, vision, and core values in order to serve the community health needs of Mesa County.

Joe Giauque received his Master’s in Business Administration from West Texas A&M University. He has built a career in home health care, developing and managing numerous locations across the state. In addition to his work in home health, Joe has experience as a consultant, adjunct professor at CMU’s Davis School of Business, Home Care Advisory Committee member. He loves living on the Western Slope and is motivated to help make this area an even better place to live. He is a proud husband and father of four great kids.

Alex Hulst, PhD, LMFT has lived in Grand Junction since 2015 and is proud to call Western Colorado home. With a specialization in integrated behavioral health in healthcare settings, she has cared for patients and families in primary and specialty care settings, trained behavioral health students and interns, and led interdisciplinary teams in clinical and operational development. She currently serves as the Director of Behavioral Health for Family Health West in Fruita. With her prior work at Rocky Mountain Health Plans, she has experience in implementing value-based payment models that support whole-person health. She also previously managed Family Health West's primary care clinic, so she's familiar with the day-to-day realities of delivering healthcare services and strategically developing partnerships to respond to community needs.
Dr. Hulst is passionate about creating infrastructure and meaningful connections that support individuals, families, and communities in mental, physical, economic, and relational health. She is the mom of three young children and the wife of a family practice physician, and she believes that a multi-faceted view of community health holds incredible power in transforming lives. She’s honored to join the board for Mesa County Public Health and is committed to listening well and putting her training in systems thinking to good use.

Brittany Bear, MBA, MSN, RN is a healthcare leader and a registered nurse with 18 years of experience working in hospitals, clinics, and community health programs. She currently serves as the Director of Regional Operations for Care Management at Intermountain Health, where she oversees hospital and emergency department care management across Colorado. Previously, she served as the Director of Care Management and in several other management roles for SCL Health.
“I am deeply committed to improving the health, safety, and well-being of our community,” Bear said. “I am passionate about advancing health equity, strengthening maternal and child health, improving behavioral health collaboration, and ensuring that public health decisions are grounded in evidence and reflect the lived realities of our rural community.”
A Western Colorado native, Bear has lived in Mesa County for the past 22 years. She is actively involved in the community, serving on several local boards, including HomewardBound of the Grand Valley. Bear holds a Master of Business Administration in healthcare administration from the University of Denver and a Master of Science in Nursing from Walden University.
